The answer is, oftentimes, yes. Often, men cannot tell. By the way, often, women cannot tell either.
Flirting is, by its very nature, ambiguous and plausibly deniable. The very point of flirting is to convey an idea without actually stating the idea outright (smart people can take a guess at what the idea is). Not being understood is the risk you take when you intentionally make yourself unclear.
