Which rules apply for restaurants, bars and eating places?

Restaurants, bars and eating places can open their indoor and outdoor areas. The 2G Plus rules apply and the following stipulations must be adhered to:

  • Only guests who can present a coronavirus vaccination certificate or a recovery certificate (in addition to their official identity document) may be granted access. Persons who cannot get vaccinated due to medical reasons can be granted access if they present a medical certificate indicating the name of the person having issued the certificate and also the medical contraindication due to which a vaccination is not possible. In all these cases, it is mandatory to present a negative coronavirus test result or a booster vaccination certificate. Children and adolescents under the age of 16 years can be granted access without presenting a vaccination certificate or recovery certificate (but they might be asked to present their identity card). Students/pupils are exempt from the obligation to present a negative test result.
  • It is mandatory to control the status. A digital device for these controls and the respective user software must be available (e.g. the cost-free app „CovPassCheck“), and the guests’ contact information must be documented (digitally, if possible).
  • All persons present must wear a medical mask. This applies also for all staff members. Guests are allowed to take off their mask when they sit at their table.
  • Standing places are not admitted; food and drinks must be consumed at tables or the counter.
  • A curfew applies between 11:00 p.m. and 5:00 a.m. of the following day; the curfew applies also for private groups.
  • It is allowed to sell food and drinks for takeaway (or delivery). However, it is prohibited to consume the food on the spot or in the close proximity of the restaurant. It is prohibited to sell alcoholic drinks in glasses or cups for takeaway. However, it is allowed to sell customarily packed drinks in cans or bottles for takeaway

Please note: 

  • Unvaccinated staff members must present a negative test result every day and wear a mask.
  • The 2G Plus rule applies for all restaurants, eating places and gastronomic facilities, also in leisure facilities and cultural facilities.

Is it mandatory to book a seat?

No. Guests do not need to book a table before visiting a restaurant. However, the operators of the facility must document the contact information of all guests (preferably digitally) and control their vaccination or recovery status.

Do guests need a negative test result or an evidence of their vaccination?

The 2G Plus rule applies for the guests of all kinds of restaurants and gastronomic facilities. The guests must present a vaccination or recovery certificate (plus their identity card) as well as a negative test result or a booster vaccination certificate in order to be granted access. Pupils/students are exempt from the obligation to present a negative test result.

How many persons can sit or stand together at the same table?

The distance rule does not apply under 2G Plus conditions. This means that the number of persons admitted at one table is not limited.

Please note: It is mandatory to wear a medical mask as soon as you leave your table.

Is it mandatory to document the guests‘ contact information via the corona warning app or the Luca app?

The guests‘ contact data must be documented, either on a paper list or digitally. Companies and businesses can use the Luca app because it has an interface with the health authorities. Other apps can be used, too.
The operators of a business must make sure that the guests get connected to the app, and they have to control this. Otherwise only the number of connected persons is visible.
Persons who do not use the app must be documented on paper lists or via the Luca database.

Is it mandatory to wear a mask in a restaurant?

Restaurants can only open when applying the 2G Plus access model. All persons present must wear a medical mask. Guests are allowed to take off their mask when sitting at their table.

All staff members must wear medical masks, too. Staff members who are neither vaccinated nor have recovered from an infection with coronavirus must present a negative coronavirus test result every day.

How are vaccination and test evidence of staff members supposed to be monitored and documented?

The following certificates are approved:

  • The tests and their results must be documented in a „test logbook“ on paper or digitally (in compliance with § 10e of the legal decree in order to reduce the spread of SARS-CoV-2 in Hamburg of 20.05.2021).
  • For vaccinated persons, the vaccination certificate is considered as evidence.
  • For recovered persons, the PCR test is considered as evidence.
  • For tested persons, the digital or analogue certificate of the test result ist considered as evidence.

Is it allowed to serve alcohol?

It is allowed to serve alcohol for direct consumption in the open-air areas of restaurants.

Attention: There are still public places and streets where a temporary prohibition of alcohol consumption applies (see § 4d). For example: If there is a beer garden at such a place, it is allowed to drink alcohol at the tables of this beer garden, but not „in close proximity“ to the beer garden.

Are standing places admitted?

No. Standing places are not admitted. Guests may only be served at tables with fix seats (e.g. also bar stools). 

Am I allowed to open my bar or tavern?

Why do the guests have to submit their contact information?

In the event that new infections occur after a visit in a bar or restaurant, the contact information submitted by the guests allow to retrace the infection chains. The operators must collect the contact information. 

The following rules apply:

  • Guests must submit their complete name, address and phone number correctly. The operator must record the contact information mentioned above.
  • Contact data must be submitted in writing, indicating the exact date and time of the visit, and have to be kept for 4 weeks (storage period).
  • The operators of the facilities, the commercial premises, the business spaces, the bars, the restaurants, the accommodation facilities or the salesrooms must make sure that the contact information submitted by the guests are complete, and check whether these information are obviously false (check for plausibility).
  • Persons refusing to submit their contact information or obviously submitting false or incomplete information must be expelled.

Please note: Due to data protection regulations, the contact information of the guests must not be accessible to the public. They must be deleted or destroyed after the storage period. It is prohibited to give these data to unauthorized persons.

Are shisha bars allowed to open?

It is allowed to provide shishas and water pipes. The 2G Plus rule applies. All persons present must wear a medical mask. This applies also for staff members. Guests are allowed to take off their mask when they are seated at their place.

It is mandatory to make sure that shishas and other water pipes are only used by one person. Furthermore, it is mandatory to use disposable tubes and disposable mouth pieces. The water pipes must be cleaned after each use.

In addition, guests must submit their contact information which must be checked for plausibility (completeness and obviously wrong information).

Please note: Unvaccinated staff members must do a test every day.

Can I still order food at restaurants or delivery services?

Yes, selling food and drinks for takeaway is admitted.

It remains also admitted to deliver food.

Please note:

  • The 2G Plus access model does not apply when picking up food.
  • It is mandatory to adhere to the minimum distance rules and the obligation to wear a mask when picking up food.
  • It is prohibited to consume the purchased food on the spot or in the close proximity of the restaurant.
